Martyn’s Law, or the "Protect Duty," is legislation aimed at enhancing public security, especially in venues and public spaces, by requiring venues to implement security measures against terrorist threats. It is named after Martyn Hett, a victim of the 2017 Manchester Arena bombing.

The UK government is preparing to introduce Martyn’s Law (Terrorism Protection of Premises Bill) to Parliament, prioritising public safety in schools and venues. This legislation, inspired by the Manchester Arena Inquiry, will mandate schools to develop and regularly test plans to mitigate terrorist threats. Schools will likely fall under the standard tier of the bill, requiring basic yet effective safety measures.

The urgency of Martyn’s Law is highlighted by recent violent incidents in schools. Over five days in late April, four knife-related attacks across the UK resulted in hospitalizations of students and teachers, three of which occurred in South Wales. A study reveals many young people now carry weapons for self-protection, a troubling trend that threatens school safety.

Martyn’s Law emphasises the importance of locking systems in protecting students and staff. Schools are adopting Master Key Suites, which divide buildings into secure zones. This allows staff to lock down areas quickly, limiting access during an emergency. Key control is crucial to ensure only authorised personnel have access to sensitive areas.

While the bill focuses on terrorism, its security measures will also help schools manage everyday threats like violent altercations or intrusions. Effective lockdowns, achieved through efficient locking systems, form a critical part of these procedures. Schools are urged to regularly review and drill their lockdown plans to address potential security gaps.
